Roger Goodell offers olive branch to suspended players, but why?

It pretty clear though that Goodell is simply making this offer to pacify the masses in an attempt to say, “See I’m not a bad guy”.  Or maybe he knows that the entire investigation is only as good as the paper the alleged evidence is on.
